Why You Are Paying for Everyone's Flood Insurance

There are many, many compelling and urgent reasons to take decisive action to combat climate change. Here's one that's measurable by dollars added to our budget deficit. Actually by tens of billions of dollars.

The soaring cost of private flood insurance is pricing so many coastal homeowners out of the market that the rest of the American taxpayers are having to bail them out ? to the tune of $30 billion under the National Flood Insurance Program (NFIP).

With over $139 billion in storm, wildfire, drought, tornado and flood damages taking nearly 1 percent of U.S. gross domestic product (GDP) in 2012, the insurance industry is referring to last year as the second costliest year on record for U.S.?climate-related disasters.?And while insurers do include $12 billion worth of flood-related damages in their estimates, they aren't the ones getting stuck with most of the bill. It's us, the taxpayer.

On a global basis, the insurance company?Munich Re?estimates that flooding represented 16 percent of total climate-related damages over the past decade, or $25 billion, on average, per year. Over that same period, insurers paid out on $3.75 billion per year, on average, or less than 15 percent of total flood-related costs. That percentage seems to be fairly representative as the total losses from floods along the Mississippi in 2011 were estimated at $4.6 billion with only $500 million (11 percent) covered by private insurers.

So if insurers are only paying 10-15 percent of the bill, who actually does pay the cost of flood-related damage? The not-so-surprising answer is you and me, largely through the?National Flood Insurance Program, which has nearly $1.3 trillion in policies outstanding. This program includes several state programs, such as the one for Florida (which has over 2 million policy holders and a face value of $475 billion) that had to be created as the rising cost of flooding was not being covered by private insurers.

This massive federal program has nearly doubled in size over the past decade as private insurers have continued to shy away from making bets against Mother Nature when it comes to floods. And while the federal government has picked up the slack in terms of coverage, it has had a tough time balancing the premiums that are paid in with the heavy losses it has sustained from recent climate related events.

In fact, following an estimated $12 billion in payout to 140,000 policy holders from Superstorm Sandy, the program is over $30 billion in debt and has Congress scratching its head about what to do about it since the private insurers have made it very clear this is not a business that they wish to be in.?NFIP is insolvent because premiums don't reflect actual risks; and it's hard to make a case that climate-change-charged storms are not a big part of the reason why. In sum, the U.S. taxpayer is currently down $30 billion trying to provide insurance for coastal landowners that no longer have access to affordable private flood insurance.?And that figure does not include the costs weathered by the state-based programs that have been set up due to a lack of private alternatives available to their residents. Taken together, these programs constitute a?climate disruption tax?that the U.S. consumer is being forced to pay to cover risks that the insurance industry, the true score-keepers on climate, won't touch.?

As the costs of climate change continue to mount, it is becoming increasingly obvious that we can't afford not to act to rein in the carbon pollution that is supercharging storms and floods. Fortunately President Obama has a big opportunity to reduce emissions from power plants, America's biggest carbon polluters. Under a plan NRDC put forward in December, we could cut these emissions by 26 percent by 2020 and 34 percent by 2025 compared to 2005 levels. The plan provides great flexibility to states and utilities, and offers benefits to every American.

Its benefits?worth between $25 and $60 billion in 2020 ? far outweigh the plan's costs ? about $4 billion. Implementing it will save tens of thousands of lives through reductions in air pollution. And it will drive investments in energy efficiency and clean energy that will create thousands of new jobs across the nation. Now that's an insurance premium worth paying.

Spy who foiled jet bomb plot to be MI5 chief

LONDON (Reuters) - A British counterspy who helped to thwart an al Qaeda plot to blow up planes with explosives hidden in soft drink bottles and led the response to the 2005 London transport bombings will be the new head of MI5, the government said on Thursday.

Andrew Parker has three decades' experience at MI5, countering Islamist militants, violent Irish republicans and organised criminals. He has been deputy chief since 2007, and once served as a British security liaison in the United States.

The 50-year-old, a keen birdwatcher and wildlife photographer, will be in charge of 3,800 staff investigating threats ranging from bomb plots and the spread of weapons of mass destruction to espionage and cyber attacks.

One of his first tasks will be to protect U.S. President Barack Obama, British Prime Minister David Cameron and other world leaders at the Group of Eight summit in Northern Ireland in June.

As Britain hosted the annual G8 meeting in 2005 in Gleneagles, Scotland, four suicide bombers killed 52 underground and bus commuters in London in coordinated attacks. Parker was in charge of the agency's response to the bombings and oversaw a significant expansion of its role.

Parker, who led MI5 teams that disrupted a 2006 conspiracy to attack several passenger jets with bombs hidden in soft drink bottles, said it was a "great honour" to be made head of the agency, also known as the Security Service.

"I look forward to leading the Service through its next chapter," he said in a statement.

The bespectacled father-of-two will replace the current head, Jonathan Evans, when he steps down in April after six years in the job during which Britain suffered no significant attacks.

Once so publicity-shy it officially did not exist and its director's identity was kept secret, MI5 now has a website which discusses its responsibilities and activities. On Thursday, the website posted an official biography of its new chief.

ENGLISH-SPEAKING MILITANTS

Counter-terrorism operations will remain at or near the top of MI5's priority assignments from the moment Parker takes the agency's helm.

European counter-terrorism officials have for years been concerned about British citizens and residents who travel to hot spots in the Middle East or South Asia, either to be indoctrinated and trained in militant ideology and guerrilla tactics before returning home, or to fight with local militants.

British authorities estimate that every year, 400,000 people travel from the U.K. to Pakistan. While only a tiny proportion of these travellers have any interest in militant activities, even a small number of recruits can cause disproportionate chaos, as occurred in London on July 7, 2005.

Among the hot spots which currently concern British and other European authorities most are Syria and Somalia. While travel by would-be militants to Somalia from Britain is relatively easy to trace, tracking movements of would-be recruits to anti-Assad forces in Syria is more difficult, since much such travel can be completed unobtrusively and over land.

European counter-terrorism officials have estimated that as many as 60 to 70 English-speaking militants with British citizenship or residence are currently fighting with rebel forces in Syria. There is concern that many of them may have joined up with al-Nusrah, an Islamist faction which U.S. officials describe as a front for Al Qaeda in Iraq.

CYBER-ESPIONAGE

While the signals intelligence agency Government Communications Headquarters (GCHQ) is Britain's main cyber-security unit, under Parker's leadership MI5 will be responsible for investigating specific cases of state-sponsored cyber-espionage directed against such critical targets as gas and power grids and defence and pharmaceutical manufacturers.

Based on what it learns from such cases and in consultation with other agencies, MI5 also advises potential targets on how to protect themselves against cyber attacks. MI5 does not have responsibility for cyber crime or dealing with hackers.

As part of its role in cyber security, Parker's agency will have to anticipate how to keep security measures ahead of technological innovation. And it will have to do so in an environment where greater productivity will have to be extracted from shrinking resources, including budgets.

Senate Dems' bill light on deficit cuts in 2013

WASHINGTON (AP) ? White House-backed legislation in the Senate to replace $85 billion in across-the-board spending cuts would result in very modest deficit savings through the end of the budget year, officials said Wednesday, most if not of all of them through higher taxes on millionaires.

Instead, the bill drafted by Senate Democrats would spread one year's worth of anticipated savings over a decade, a move sponsors say is designed to prevent damage to a shaky economic recovery.

The Democrats' approach to the latest episode of budget brinkmanship comes as the two political parties vie for public support in advance of across-the-board cuts due to kick in on Friday.

The replacement measure, which has yet to be distributed publicly, proposes cuts in defense spending and elimination of a program of payments to certain farmers as well as a tax on millionaires as the main elements of an alternative.

Yet it also specifies that no defense reductions would take place for 18 months, and officials added that the elimination of the farm program would have virtually no impact on the deficit until a new budget year begins on Oct. 1.

The tax on millionaires would raise government revenues through the end of the budget year by an estimated $1 billion ? a figure that pales in comparison to the $85 billion in spending cuts due to take effect. White House spokesman Jay Carney recently told reporters at the White House the administration supports the measure.

The Senate is expected to vote on Thursday on rival Democratic and Republican plans to replace the spending cuts, known in Washington-speak as a sequester. Both bills are expected to fail.

In an indication that across-the-board cuts are inevitable, President Barack Obama has set a meeting with congressional leaders for the day they take effect. While the administration has warned of severe cuts in government services as a result of the reductions, few, if any, are likely to be felt for several weeks.

That could give the administration and lawmakers breathing room to negotiate a replacement, although Senate Republican Leader Mitch McConnell said during the day there were limits to what could be negotiated.

"We can either secure those reductions more intelligently, or we can do it the president's way with across-the board cuts. But one thing Americans simply will not accept is another tax increase to replace spending reductions we already agreed to," he said.

Democrats said their proposal to replace across-the-board cuts was designed with the economy in mind.

It "seeks the same amount of savings in a more responsible way" as the $85 billion in cuts that will otherwise take effect, said Adam Jentleson, a spokesman for Senate Majority Leader Harry Reid.

"The impact on the economy is much better. Sequestration as constituted would hurt economic growth and destroy jobs," he added.

Over a decade, the bill would cut deficits by an estimated $110 billion, half from higher taxes and half from the defense and farm program cuts.

That is in keeping with Obama's call for a balanced approach that combines selected spending cuts with closing tax loopholes.

Senate Democrats have been reluctant to spell out the details of their measure, although it is not clear if that results from its relatively small impact on the deficits through the end of the current budget year.

Across the Capitol, though, the party's leaders have talked openly of their desire to spread the cuts in their replacement measure over a longer period.

"It is entirely intentional," said Rep. Chris Van Hollen, D-Md., and the party's senior member on the House Budget Committee. "The whole idea is to achieve the equivalent deficit reduction without hurting jobs and having disruption in the economy. You do that by having targeted cuts and eliminating tax loopholes over a longer period of time," he added.

He said the Democrats' approach is the same as Federal Reserve Chairman Ben Bernanke's recommendation, which is to help the recovery gain strength before beginning to make cuts.

In the Senate, Republicans have yet to disclose their own sequester replacement measure. Most of the rank and file favors an alternative that lets Obama adjust the cuts to minimize any impact on the public, but that approach has its critics among lawmakers who fear giving the White House that much authority.

US economy expanded, barely, at end of 2012

The U.S. economy barely grew in the fourth quarter although a slightly better performance in exports and fewer imports led the government to scratch an earlier estimate that showed an economic contraction.

Gross domestic product expanded at a 0.1 percent annual rate, the Commerce Department said on Thursday, missing the 0.5 percent gain forecast by analysts in a Reuters poll.

The growth rate was the slowest since the first quarter of 2011 and far from what is needed to fuel a faster drop in the unemployment rate.

However, much of the weakness came from a slowdown in inventory accumulation and a sharp drop in military spending. These factors are expected to reverse in the first quarter.

Consumer spending was more robust by comparison, although it only expanded at a 2.1 percent annual rate.

Because household spending powers about 70 percent of national output, this still-lackluster pace of growth suggests underlying momentum in the economy was quite modest as it entered the first quarter, when significant fiscal tightening began.

Initially, the government had estimated the economy shrank at a 0.1 percent annual rate in the last three months of 2012. That had shocked economists.

Thursday's report showed the reasons for the decline were mostly as initially estimated. Inventories subtracted 1.55 percentage points from the GDP growth rate during the period, a little more of a drag than initially estimated. Defense spending plunged 22 percent, shaving 1.28 points off growth as in the previous estimate.

There were some relatively bright spots, however. Imports fell 4.5 percent during the period, which added to the overall growth rate because it was a larger drop than in the third quarter. Buying goods from foreigners bleeds money from the economy, subtracting from economic growth.

Also helping reverse the initial view of an economic contraction, exports did not fall as much during the period as the government had thought when it released its advance GDP estimate in January. Exports have been hampered by a recession in Europe, a cooling Chinese economy and storm-related port disruptions.

Excluding the volatile inventories component, GDP rose at a revised 1.7 percent rate, in line with expectations. These final sales of goods and services had been previously estimated to have increased at a 1.1 percent pace.

Business spending was revised to show more growth during the period than initially thought, adding about a percentage point to the growth rate.

Growth in home building was revised slightly higher to show a 17.5 percent annual rate. Residential construction is one of the brighter spots in the economy and is benefiting from the Federal Reserve's ultra easy monetary policy stance, which has driven mortgage rates to record lows. A pair of small moons orbiting Pluto named Nix and Hydra were discovered by NASA's Hubble Space Telescope in 2005. The two moons are roughly 5,000 times fainter than Pluto and are about two to three times farther from Pluto than its large moon.

The votes are in, and it looks like 'Vulcan' could be the new name for one of Pluto's smallest moons.

After weeks of online ballot casting by people around the world, the poll asking the public to name two of Pluto's moons ? currently called P4 and P5 ? ended Monday.

As of 12 p.m. (1700 GMT)?Feb. 25, the polls closed with a total of 450,324 total votes cast since Feb. 11 with 'Vulcan,' a?Pluto moon name proposed by Star Trek's William Shatner,?is the clear winner.

"174,062 votes and Vulcan came out on top of the voting for the naming of Pluto's moons. Thank you to all who voted! MBB," wrote Shatner via Twitter.

Cerberus came in a clear second with nearly 100,000 votes.

Vulcan was a late addition to the Pluto moon name contenders, and pulled into the lead after Shatner, building on his Capt. James T. Kirk persona, plugged the name on Twitter. Vulcan, the home planet of Kirk's alien-human hybrid first officer Spock, is not just a fictional world in the Star Trek universe. It is also the name of the god of fire in Roman mythology, and officials at SETI added the sci-fi favorite to the ballot for that reason.

"Vulcan is the Roman god of lava and smoke, and the nephew of Pluto. (Any connection to the Star Trek TV series is purely coincidental, although we can be sure that Gene Roddenberry read the classics.)," wrote SETI scientist Mark Showalter in a blog officially adding the name to the list on Feb. 12. "Thanks to William Shatner for the suggestion!"

These votes don't necessarily mean that P4 and P5 will end up being called Vulcan and Cerberus, however. SETI is going to recommend the winning names to the International Astronomical Union ? the organization responsible for naming the moons. The IAU will take the results into consideration, but ultimately they have final say over what the tiny moons are called.

Pluto has five moons??that astronomers currently know of. Scientists first caught sight of Pluto's largest moon Charon in 1978, but it was not until 2005 that astronomers discovered two other moons (Nix and Hydra) using the Hubble Space Telescope.

The moon P5 was discovered in 2012, also using the?Hubble telescope. The moon P4 was discovered in 2011. Both P4 and P5 are only 15 to 20 miles (20 to 30 km) in diameter.

Oscars to movie stars: Please tweet during the awards

The Academy of Motion Picture Arts and Sciences is encouraging celebrities to tweet during the Oscars.

The film organization has expanded its digital outreach for the 85th Academy Awards with a new feature that lets stars to snap photos of themselves backstage during Sunday's ceremony and instantly post them online.

What Twitter calls a "Magic Mirror" will take photo-booth-style pictures of participating stars in the green room and send them out on the academy's official Twitter account. Organizers expect multiple celebrity mash-ups.

The backstage green room is a private place for stars to hang out before taking the stage and is typically closed to press and photographers.

The Magic Mirror is "giving access to fans at home a part of the show they never got to experience before," Twitter spokeswoman Elaine Filadelfo said Friday.

A new video-on-demand/instant replay feature also being introduced Sunday will allow Oscar fans to view show highlights online moments after they happen and share them with friends on Twitter and Facebook. Dozens of clips from the red carpet and the awards telecast will be available on the official Oscar website beyond Sunday's ceremony.

Oscar.com also offers other behind-the-scenes interactive features, including various backstage camera perspectives and a new live blog that aggregates the show's presence across social media. It will track the traffic on whatever makes a splash, like Angelina Jolie's right leg did last year.

The academy wants to make its second-screen experience just as rich as its primary one.

"Social media is now mainstream," said Christina Kounelias, chief marketing officer for the academy.

"We're not doing social media to reach out to young kids," said the academy's digital media director, Josh Spector. "We're doing it to connect with all Oscar fans."

Cuban leader Raul Castro says he will retire in 2018

HAVANA (Reuters) - Cuban President Raul Castro announced on Sunday he will step down from power after his second term ends in 2018, and the new parliament named a 52-year-old rising star to become his first vice president and most visible successor.

"This will be my last term," Castro, 81, said shortly after the National Assembly elected him to a second five-year tenure.

In a surprise move, the new parliament also named Miguel Diaz-Canel as first vice president, meaning he would take over if Castro cannot serve his full term.

Diaz-Canel is a member of the political bureau who rose through the Communist Party ranks in the provinces to become the most visible possible successor to Castro.

Raul Castro starts his second term immediately, leaving him free to retire in 2018, aged 86.

Former President Fidel Castro joined the National Assembly meeting on Sunday, in a rare public appearance. Since falling ill in 2006 and ceding the presidency to his brother, the elder Castro, 86, has given up official positions except as a deputy in the National Assembly.

The new government will almost certainly be the last headed up by the Castro brothers and their generation of leaders who have ruled Cuba since they swept down from the mountains in the 1959 revolution.

Cubans and foreign governments were keenly watching whether any new, younger faces appeared among the Council of State members, in particular its first vice president and five vice presidents.

Their hopes were partially fulfilled with Diaz-Canel's ascension. He replaces former first vice president, Jose Machado Ventura, 82, who will continue as one of five vice presidents.

Commander of the Revolution Ramiro Valdes, 80, and Gladys Bejerano, 66, the comptroller general, were also re-elected as vice presidents.

Two other newcomers, Mercedes Lopez Acea, 48, first secretary of the Havana communist party, and Salvador Valdes Mesa, 64, head of the official labor federation, also earned vice presidential slots.

Esteban Lazo, a 68-year-old former vice president and member of the political bureau of the Communist Party, left his post upon being named president of the National Assembly on Sunday. He replaced Ricardo Alarcon, who served in the job for 20 years.

Six of the Council's top seven members sit on the party's political bureau which is also lead by Castro.

Castro's announcement came as little surprise to Cuban exiles in Miami.

"It's no big news. It would have been big news if he resigned today and called for democratic elections," said Alfredo Duran, a Cuban-American lawyer and moderate exile leader in Miami who supports lifting the U.S. trade embargo against Cuba. "I wasn't worried about him being around after 2018," he added.

The National Assembly meets for just a few weeks each year and delegates its legislative powers between sessions to the 31-member Council of State, which also functions as the executive through the Council of Ministers it appoints.

Eighty percent of the 612 deputies, who were elected in an uncontested vote February 3, were born after the revolution.

EFFORT TO PROMOTE YOUNGER GENERATION

Raul Castro, who officially replaced his ailing brother as president in 2008, has repeatedly said senior leaders should hold office for no more than two five-year terms.

"Although we kept on trying to promote young people to senior positions, life proved that we did not always make the best choice," Castro said at a Communist Party Congress in 2011.

"Today, we are faced with the consequences of not having a reserve of well-trained replacements ... It's really embarrassing that we have not solved this problem in more than half a century."

Speaking on Sunday, Castro hailed the composition of the new Council of State as an example of what he had said needed to be accomplished.

"Of the 31 members, 41.9 percent are women and 38.6 percent are black or of mixed race. The average age is 57 years and 61.3 percent were born after the triumph of the revolution," he said.

The 2011 party summit adopted a more than 300-point plan aimed at updating Cuba's Soviet-style economic system, designed to transform it from one based on collective production and consumption to one where individual effort and reward play a far more important role.

Across-the-board subsidies are being replaced by a comprehensive tax code and targeted welfare.

Raul Castro has encouraged small businesses and cooperatives in retail services, farming, minor manufacturing and retail, and given more autonomy to state companies which still dominate the economy.

The party plan also includes an opening to more foreign investment.

At the same time, Cuba continues to face a U.S. administration bent on restoring democracy and capitalism to the island and questions about the future largess of oil rich Venezuela with strategic ally Hugo Chavez battling cancer.

Excerpted from The Hill: The No. 2 House Democrat is citing new polling to pressure his GOP colleagues on scheduled automatic spending cuts, as both parties continue to blame the other for sequestration.

Minority Whip Steny Hoyer (D-Md.) pointed to a new Bloomberg poll that said that close to 60 percent of people want to turn off the $85 billion in cuts, which are scheduled to start going into effect on Friday, with a mix of other cuts and new revenues.

President Obama and top congressional Democrats are pushing for that approach. But Speaker John Boehner (R-Ohio) and other GOP lawmakers say they are not willing to discuss the tax side after the ?fiscal cliff? deal, still less than two months old, raised $600 billion in new revenues.

?So, the American people get it: the only way to responsibly reduce the deficit while protecting our recovering economy is through a balanced approach of both spending cuts and revenues,? Hoyer said in a statement about the looming sequester cuts.

?Republicans, are you listening? Speaker Boehner, in case you lost your copy, here?s House Democrats? alternative to the sequester. We?re ready when you are to take action.?

Hoyer is far from the only prominent Washington official to brandish poll numbers in recent days to make their case on the sequester.

Few around D.C. expect the two sides to come together and find a way to replace the sequester next week, and both parties are looking to ensure that the other takes the blame if the cuts aren?t averted.

Republicans have started citing a new op-ed from Bob Woodward of The Washington Post, in which Woodward claims that Obama has moved the goalposts on the sequester.

GOP officials have cited their own polling that they say shows voters want only spending cuts to replace the sequester cuts, and top lawmakers like House Majority Leader Eric Cantor (R-Va.) have discussed a laundry list of what they say is wasteful government spending.

?President Obama has said that unless he gets a second tax hike in eight weeks, he will be forced to let criminals loose on the streets, the meat at your grocery store won?t be inspected and emergency responders will be unable to do their jobs,? Cantor said in a statement this week. ?These are false choices.?

The White House, meanwhile, has talked up a recent Pew poll that found that about three in four wanted both taxes and spending cuts in the mix on the sequester.

?When you look at polling, 75 percent of the American people agree with me, that the way to reduce deficit sensibly is through a combination of spending cuts and tax revenue,? Obama said this week.

George Galloway's Israel denial may repel the mainstream, but it further cements his reputation within his religious constituency

The CEO may not know much about rape but he?s learned, it seems, a trick or two from Iran?s crowd-pleasing president, Mahmoud Ahmadinejad. The lesson couldn?t be simpler: when things are going badly, deny Israel?s right to exist. The opportunity presented itself at an Oxford University debate this week when the Respect MP was scheduled to speak in favour of a motion calling on Israel to withdraw from the West Bank. His opponent, a third-year student called Eylon Aslan-Levy, had just begun to speak when Galloway interrupted him.

?Are you an Israeli?? he demanded. When the student confirmed that he was, Galloway responded that he didn?t debate with Israelis. ?I?ve been misled, sorry,? he declared and walked out. It was a typical Galloway performance, characterising himself as the victim of what was actually very bad manners on his part. Didn?t he ask in advance who else was taking part? Galloway?s behaviour has caused outrage in some quarters and I have no quarrel with that, even though I?m not a fan of the current Israeli government or its policies. But the important thing to understand about Galloway is that it?s years since he spoke for a broad range of people on the left.

Journalists tend to have a soft spot for him ? he provides good copy, if nothing else ? but he was thrown out of the Labour Party a long time ago, and he?s alienated those of us who opposed the Iraq war but still believe the last Labour government did some good things.

Even so, Galloway?s brand of populism found admirers who managed to stomach his long-ago interview with Saddam Hussein and his more recent defence of the Holocaust- denying Ahmadinejad: ?The truth is Ahmadinejad is not an extremist. There are people in Iran who think he is far too moderate, far too centrist.? Galloway has denied that Iran executes gay men just for being gay, causing fury among gay activists, but until recently his rows tended to be one-offs and with specific interest groups.

The difference in the past few months is that Galloway has now taken on half the human race. It may be that his stunning by-election victory in March last year blunted his political antennae, but it wasn?t the smartest move, in the midst of a lively revival of feminism, to express downright idiotic and offensive views on rape. The MP?s recent pronouncements have led significant numbers of people to regard him as a preening buffoon with rebarbative attitudes towards gender. Much-married George has a problem with women, in other words, and that?s where we need to look when thinking about the origins of this latest brouhaha.

Connoisseurs of bad theatre might wish to re-run the video podcast from last August in which the MP, shirtsleeves rolled up and thumping the table like a revivalist preacher, denounces the women who?ve accused Julian Assange of sexual assault and rape. With a curious oval disc moving behind his head (it looks like a poorly attached halo but is more likely part of a chair), Galloway lays down the law: ?Even taken at its worst, if the allegations made by these two women were true, 100 per cent true, and even if a camera in the room captured them, they don?t constitute rape, at least not rape as anyone with any sense can possibly recognise it. And somebody has to say this.?

It?s vintage Galloway, positioning himself as the iconoclast who?s prepared to say aloud what everyone else is only thinking. But on this occasion, many of us were actually thinking that the MP had himself failed to understand the law ? or, to put it succinctly, ?what a prat?.

His claim in the same podcast that ?not everybody needs to be asked prior to each insertion? was guaranteed to offend half the population, many of whom said so on Twitter, and it didn?t endear him to female members of his own party. Respect?s leader, Salma Yaqoob, condemned his views on rape and resigned her post a month later. Bradford?s first Muslim lord mayor, the Labour councillor Naveeda Ikram, said that women were ?outraged? and pointed out that ?Muslim women, in particular, played a large role in electing Mr Galloway for Bradford West?.

It was a pretty spectacular miscalculation, but not one that came as a surprise to those of us who have followed his career. Galloway has pretty standard Catholic views on abortion, talking about women who ?kill their children unborn?, even if they sit rather oddly with his boast about having ?carnal knowledge? with more than one woman on a trip to Greece in the 1980s. Nor is it surprising that he?s ended up representing the nearest thing Britain has to a religious party, asking voters during the by-election campaign to think about how they would justify their choice of candidate on Judgement Day.

Such tactics don?t play well in largely secular Britain, but Galloway has an even bigger problem. When she resigned as the party?s leader, Yaqoob said she had always admired Galloway?s ?anti-imperialist stances?. But she also said that having to choose between that and standing up for the rights of women was ?a false choice?. Many Muslim women don?t like patriarchy, any more than women on the secular left. Rewind to this week: ditch patriarchal attitudes or stage a diversion over Israel? No contest, son, as Galloway himself might say.

Don't worry, Congressional pay is protected from 'sequester' cuts

Congressional staffers face layoffs and furloughs in two weeks, but Congress members made sure their own paychecks were safe when passing the ?sequester law? in 2011.

Technically, the mandatory cuts to military and domestic federal spending are part of the Budget Control Act of 2011. The act contained a ?poison pill??the threat of stark budget cuts by January 2013 in the form of what?s known as the sequester.

That threat was pushed back to March 1, 2013, as part of a compromise made in January. But now, barring a last-second deal, it looks like the sequester will happen.

The sequestration of funds requires that most government agencies cut their budgets by the same percentage across the board. Currently, the cuts add up to $1.2 trillion over a decade.

Right now, non-military government agencies need to cut their costs by 8.2 percent starting on March 1, 2013. Defense branches will have to cut costs by 9.4 percent. (Those percentages could be lower for the first year of cuts.)

Last fall, President Barack Obama?s administration gave a detailed report, via the Office of Management and Budget, about which agencies had to cut costs?and which government folks were exempt.

?The number of Federal Bureau of Investigation agents, Customs and Border Patrol agents, correctional officers, and federal prosecutors would be slashed. The Federal Aviation Administration?s ability to oversee and manage the Nation?s airspace and air traffic control would be reduced,? said the OMB.

Included in the mandatory cuts are expenses the members of Congress use to hire and maintain their staffs. In all, the operational expenses for Congress add up to $133 million annually.

Staffers face 22 days of furloughs, which add up to about a 20 percent pay cut for them, and layoffs lurk as a possibility.

Unless, of course, you are an actual member of Congress. Your pay can?t be cut as part of the 2011 Budget Control Act.

So why are the ?bosses? in Congress not suffering with the staff, at least not until later this spring?

The 27th Amendment to the Constitution forbids Congress from changing its own pay during a current? term of Congress. The sequester ?poison pill? in the 2011 Budget Control Act was scheduled to go into effect on January 2, 2013, the last day of the prior Congress.

The actual rules for who gets sequestered, and who doesn?t, are set by the Gramm-Rudman-Hollings Act of 1985, as amended. The Statutory Pay-As-You-Go Act of 2010 can also be a factor when a sequester goes into effect.

Congressional pay is just one of many programs that will be exempt from cuts. According to the Congressional Research Service, ?Most exempt programs are mandatory, and include Social Security and Medicaid; refundable tax credits to individuals; and low-income programs such as the Children?s Health Insurance Program, Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, and Supplemental Security Income.?

Somehow, Congress found a way to delay its own pay, possibly until January 2015, by agreeing to put its pay in escrow on April 16, 2013, as part of the fiscal cliff deal. Even that act has been subject to a vigorous debate as a possible violation of the 27th Amendment, and it could be challenged if the budget deadlock drags out.

Arizona hills home to new scorpion species

A new species of scorpion has been discovered in the mountains just outside the city of Tucson, Ariz.

The newfound creature is only about 1 inch (27 millimeters) long and sports a dapper brown color. It lives in the oak forests in the Santa Catalina Mountains, at an elevation of around 5,900 feet (1,800 meters), according to a study describing the new scorpion?published recently in the journal ZooKeys.

It's the ninth new species of mountain scorpion discovered in Arizona in the past six years, more than doubling the number of known scorpion species in the area. It has been named Vaejovis brysoni, after the man who collected the first specimen, Robert Bryson, Jr., who was looking for a different animal at the time, according to a release from the journal's publisher.

Using ultraviolet flashlights, researchers found members of the new scorpion tribe at night alongside the Catalina Highway.

Like other scorpions, this species often carries its pale-colored juveniles on its back. The arachnid can carry an average of 24 baby scorpions, the study found. It's unclear how venomous the creature may be.?

"This latest new scorpion is a prime example of the amazing diversity of life still to be discovered, right here in 21st century America," said researcher and study co-author Richard F. Ayrey, in the statement.

In case you missed it while you were busy having a life, the White House Correspondents Association?a.k.a. the media?have their ugly plaid knickers in a knot:
The White House Correspondents Association expressed "extreme frustration" with the Obama administration Sunday for refusing press access to President Barack Obama's golf weekend ? including an appearance by golf legend Tiger Woods.

"Speaking on behalf of the White House Correspondents Association, I can say a broad cross section of our members from print, radio, online and TV have today expressed extreme frustration to me about having absolutely no access to the President of the United States this entire weekend," said Fox News correspondent Ed Henry, the organization's president. "There is a very simple but important principle we will continue to fight for today and in the days ahead: transparency."

It's nice to see that the media?that slept through the lead-up to the war in Iraq, that cheerfully pretended the tea party was a grassroots uprising, that breathlessly reported on birth certificates and death panels, all while pretending that the Republican party hadn't spent the last four years obstructing any and all legislation put forward by President Obama?are finally fighting for a principle. Because knowing that the president three-putted on nine will allow us all to sleep better at night.

The dust-up over the New York Times' Tesla Model S review may have left no real winners, but that doesn't preclude at least trying to reach the truth. According to the newspaper's Public Editor, Margaret Sullivan, the final answer rests where it often does: in between the two extremes. Following interviews with driver John Broder, Tesla staff and others involved in the tale, the scrutineer believes the review was conducted honestly, but that improper decisions and less-than-precise notes led to the charging woes and accusations of deception that characterized the drive. Broder should have topped up the way the company recommends, but wasn't planning on dragging anyone through the mud, Sullivan says. Whatever you think of her verdict, it's enough for Tesla founder Elon Musk to relax -- he's already saying that the inspection "restored" his trust in the Old Gray Lady's integrity. About the only demand we have left is to get enough Supercharger stations that there's never a repeat incident.

We are still seeing rumors discussing availability dates for the Sony Xperia Z smartphone and it look as if talk of the successor has already begun. The handset has yet to have a name. Or for that matter, an image. What we do have however is a codename and some basic details. Seems things are moving a bit quick, however the details of the Sony C6802 have recently been spotted on the HTML5 Test website.

Before we get to the specs, lets deal with the successor aspect. The Xperia Z is in the C660x series for Sony, hence the speculation that a C680x could be a follow-up device. Perhaps more important than which current device this still unannounced device may replace though, lets shift over to those specs.

The Sony C6802 is show to be running Android 4.2 Jelly Bean and with a display resolution of 1920 x 1080. A specific display size has yet to be revealed. While seeing little bits and pieces seems to be the norm these days, there are some potential issues here. To begin with, while one may be happy to see Android 4.2 Jelly Bean in the details, we suspect that will not be the current version by the time Sony announces this handset.

The other catch here, as we mentioned earlier, these details are coming by way of the HTML5 Test website and that means someone could have posted these by spoofing their browser agent. The Office of Economic Development and the Maui Chamber of Commerce announced nominees for the annual 2013 Mayor?s Small Business Awards.

All nominees will be honored and finalists announced at the Mayor?s Small Business Awards celebration to be held on Thursday, Feb. 21 from 6 p.m. to 8 p.m. at the Waikapu Ballroom of the King Kamehamaha Golf Clubhouse.

Mayor Alan Arakawa will be giving out 6 awards this year: Three ?Outstanding Business of the Year? awards, one for businesses with 0-10 employees, one for businesses with 11-25 employees, and one for businesses with 26-50 employees. An award will also be given for a ?Non-Profit Business of the Year? with 50 or fewer employees, a ?Young Business Person of the Year? award for business persons under 40 years of age, and a ?Lifetime Achievement Award? for a business person with 20 or more years in business.

?Small business is the number one economic engine in Maui County, and this is an exceptional group of small businesses,? said Mayor Alan Arakawa, in a written statement.

?All of them are worthy of the awards. These businesses have weathered a severe recession and have stayed agile enough to still be successful. We owe a debt of gratitude to these and all small businesses in our county who have continued to provide jobs during a very difficult economic environment.?
